Between debris and weather conditions, even brand new brake pads may make some amount of noise on the road. However, most brake pads and shoes use a wear indicator to emit a distinctive screeching noise when the friction material is too low. This doesn't necessarily mean that your rotors are suffering damage, but ignoring it for too long could allow the rest of the friction material to fade away and the steel mounting brackets to grind against the rotors.
It's tempting to try and get the most out of each set of brake pads and postpone replacements for as long as possible, but damaging your rotors will ultimately lead to much more expensive auto repairs. Schedule replacements as soon as you notice any of the noises described above.
